Are you asking what criteria do public safety agencies use to decide
how many units to dispatch?
In this specific case, the incident started with a smoke
investigation by station 50 and 51 units, and then the on-duty chief
from station 50 reported heavy smoke on the 18th floor and asked
Montgomery County to dispatch a additional full high-rise box alarm
plus an additional engine and truck.
What exactly are you asking?
