[Scan-DC] Fire at Navy Med Building 1, 18th floor

IC reports that all elevators are out of service due to flooding from 
last week.
Small fire reported, water flow activation, sprinkler head is causing 
additional flooding.
Montgomery has sent Rapid Intervention Dispatch.
It sounds like this is a big problem because of the electrical 
problems caused by previous flooding, need for firefighters to walk 
up to 18th floor, but not a big fire.
