[Scan-DC] ? For Rail Fans

I am no rail fan but my wild assed guess would be the report of workers or civilians on the track in an unknown stretch of rail.
As such safety protocol likely would say 'start hitting your horn at x and stop at y'. If the area were an unknown, x and y would be pretty far apart.
