Thanks for passing on this concern.  We would need some more information. If the individual would like to troubleshoot his difficulties with our chief technician, they are more than welcome to contact him at:  Arthur.Patrick at noaa.gov  To my knowledge there have not been any extended or frequent outages with any of our NWR transmitters around Washington D.C.
