[Scan-DC] KML Files for DC Antennas and Licensees

Looks cool, and you've found ways to address some of the data issues.

I did the Virginia files anyway -- changing DC to VA was easy, but there's
a lot more data:
136,249 active licenses in Virginia with coordinates. The resulting KML
file is 100 MB and although I compressed it into a KMZ that's 5 MB, GE will
likely consume all the resources on your computer when it opens the file.

The Virginia antennas file has 3455 records and is still manageable.
