[Scan-DC] License Plate Scanners - Metro Transit

Andy,
Back many moons ago when I went through the academy with a few Metro
Transit officers, their jurisdiction was then a 100 foot perimeter around
all Metro property.  This even included all metrobus stops.
Their primary police academy schooling was in DC then they took just the
legal portions of the VA and MD law enforcement certifications.

I am pretty sure things have changed with the times but not too terribly
much.

I have seen the Metro Transit Police pull over a suspected DUI on Fairfax
Dr near the Ballston Metro (but definitely not on Metro property). Based on
this, they must have some sort of authority outside of Metro property,
perhaps by agreement with other jurisdictions.

I was sitting at an outdoor cafe (where Zoe's is now) and watched them give
the field sobriety test, no more than 10 ft from my table. The suspect
started crying. Very sad. My kids were with me and watched the whole thing.
Hopefully they'll remember.
