[Scan-DC] License Plate Scanners - Metro Transit

I have seen the Metro Transit Police pull over a suspected DUI on Fairfax Dr near the Ballston Metro (but definitely not on Metro property). Based on this, they must have some sort of authority outside of Metro property, perhaps by agreement with other jurisdictions. 

I was sitting at an outdoor cafe (where Zoe's is now) and watched them give the field sobriety test, no more than 10 ft from my table. The suspect started crying. Very sad. My kids were with me and watched the whole thing. Hopefully they'll remember.
