[Scan-DC] Priority tone for Arlington County PD

I found a kit<http://www.ebay.com/itm/LM567-Tone-Decoder-IC-Design-Kit-1-1505-/390119174756>on
ebay that allows you to detect tones.
I'll report back once I build it.
