[Scan-DC] Priority tone for Arlington County PD

There was a program that would decode the audio frequency.  I think it was
counter.exe.

Maybe Mike Agner can help us with the link?  I couldn't find it.

Is there something better we can use to decode single and two-tone 
signaling?
