That's odd. This is usually done in the middle of the day, to garner maximum publicity.
I remember watching this a few years back. Right as the parade, coming north on Third Street, was approaching Constitution Avenue, the cops stopped the cross traffic on Constitution Avenue. What should be first in line in the stopped traffic, headed west on Constitution Avenue, but a bus loaded with middle school kids on their spring break trip to Washington, DC? Everyone poured out of the bus to get a pictures of the circus animals strolling by. They really got their money's worth. I still smile thinking about it.
