What you heard was a producer or director in a TV control room directing
camera shots. Routinely, this is handled with an open headset mike
broadcasting on a constant RF carrier, so that all involved can hear.
Reporters receive something similar in their ear, known as IFB (interrupted
feedback). They continuously hear the sound of what's being broadcast on
the air and that is interrupted, on a push-to-talk basis, by instructions
from their studio producer.
