If they can transmit on the frequency, it can be monitored... now if it's
encrypted that is probably a quite different monster altogether.  Although,
there are some amateur cryptanalysts out there who've become pretty adept
at dealing with some keys.

The town councilman is simply regurgitating what the Motorola salesman told
him, who in turn told him what they thought he wanted to hear.
