[Scan-DC] Loudoun Co K9 unit on the loose

In DC, MPD retired the crop of patrol dogs who bite as a matter of
routine several years ago. I know nothing about working dogs, but my
understanding is that they were replaced with dogs who are trained
differently. That said, the K9 cars still rock when anyone walks near
them from the barking. That information is 3rd or 4th hand, FWIW.

And as to "crazy times," the caselaw goes back to 1964, when a K9
officer released his dog into a DC alley to  chase a fleeing felon,
only to bite a guy who was sitting on a step eating lunch.
