[Scan-DC] More NOVA inversion unknowns

For what it is worth, the ICE radio system in Houston is maintained by
the FBI (and they may maintain radio systems other agencies too).  INS
apparently built out and then "temporarily" abandoned their P25
system.  In Houston, the Marshals were squatting on the ICE Houston 1
channel as their primary for years before ICE started using their P25
channels again.  After stomping on each other occasionally for a year
or more, ICE eventually succeeded in relegating the Marshals to the
Houston 2 channel for their primary.  The ICE guys still
unceremoniously takeover Houston 2 every once in a while for
operations.
