[Scan-DC] More NOVA inversion unknowns

That was my fault.  ICE channels have been in USMS radios (as well as ICE in 
USMS).

The Washington, Baltimore and Tac line-up shown are mostly ICE channels, the 
traditional 163.725, 163.65, 163.675.

The USMS channels are those built around the court districts shown at the 
bottom, 162.7875, 163.2, 165.075, 170.75 and 170.875.

Also in these radios are the federal "LE" interop channels, FBI and some 
federal and non-federal conventional channels.  It is confusing because of 
how they mix the channels since 9/11; the agents often talk on channels that 
are not technically theirs.
