Actually, the "Debbie Downer" statement makes perfect sense to me, and
gives me the "I think I know what's hapenning" feeling.  Your average PD is
PD, and those with "radio knowledge" have it because  the desire to know it
is already there, such as, a hobbiest who becomes a member of the PD (how I
started).  When MPDC went to simplex surveillance channels on the Motorola
MXs after leaving the GE PEs in the late '70s and early '80s, something
around 98% of the department didn't realize what was happening.  Instead,
they just assumed that **no one** could listen in on the surveillance
channels with a scanner.  Applying that knowledge to your "Debbie Downer"
statement makes me think that "Rebanding" is now the "Word of the Month"
among a lot of PD personnel, and anytime a radio is being **reprogrammed**,
such as, simplying adding encryption to existing channels, a lot of members
are probably calling it "Rebanding".
