[Scan-DC] Dominion Power/Washington Gas

I want to determine what radio communications Dominion Power uses in the Northern Virginia area. I rarely hear any radio transmissions on the posted conventional radio frequencies and I would have expected that they would have been is use during the aftermath of both the Summer Derecho and Super Storm Sandy. 
 
How does Dominion Power normally comminicate with its crews and how do they coordinate all of the out-of state utility crews during the restoration of services? 
 
I still hear a lot of activity on the PEPCP conventional radio frequencies. 
 
I just saw a post on another list that Washington Gas is going to move to an "Open Sky" P25 system.  I have never had any success in monitoring their current system.   Any information or feedback?
