[Scan-DC] Bay Bridge-frequency change

Ooh, I hate "outlook" and I hate internut exploder.  
My guess is that they were using the MSP talkgroups on either the AA or QA systems... 'sfaras I know MSP does not have their own 800 system but they seem to piggyback on county systems in a lot of jursidictions.
