[Scan-DC] Montgomery County (MD) Rebanding

Yesterday (Tuesday) the techs were testing on 853.8625 (channel 3) 
and 853.6125 (chan 6).
Radioreference.com lists 853.8625 as the primary control channel, but 
yesterday it was a talk channel.
I don't know what the control channel is today.
Today so far they've been testing on 853.3875 (chan 8), 853.1625 
(11), 852.8875 (14) and 851.6500 (16).
Evidently the channel numbers are internal to Montgomery County and 
are sequential with decreasing frequency.
