[Scan-DC] Scanners for Mont Co (MD) on 800 Mhz

I used Win96 to download the re-banded frequencies, with the up-to-date talk 
groups, directly from RadioReference.  I then uploaded from Win96 into my 
Pro-96.  I'm now scanning only 853.86250, 868.68750, 868.88750 and 
868.93750.

Seems to be working like a charm on my end.
