Thanks to everyone who tried to listen for weather radio.
In the past few months, this is at least the second time I've noticed that none of the transmitters were audible.
Here's a fun reference:

"NWR broadcasts warnings and post-event information for all types of hazards: weather (e.g., tornadoes, floods), natural (e.g.,
earthquakes, forest fires and volcanic activity), technological (e.g., chemical releases, oil spills, nuclear power plant emergencies,
etc.), and national emergencies (e.g., terrorist attacks)."
As to who has responsibility over NOAA, I'd suggest writing to your Senators and Congressman. If it's
an emergency system, it should be reliable. Hams or MARS radio operators could do the job better.
