[Scan-DC] NOAA Weather Radio failures

You can bet the FCC will investigate Verizon's failure of the E911 
network in Fairfax....because the FCC has enforcement authority.

Who has enforcement authority over the NOAA Weather Radio 
failures?   Probably nobody.
