[Scan-DC] Space Shuttle Discovery Flight Over DC To Be Shown Live On WUSA 9

 From the bank of the turn, I would think Southern PG County, Fairfax  
County, or VA suburb.  First pass was Southbound then a sweeping left  
bank turn for second pass to the west, then a another left bank to  
follow monument row from the Lincoln to the Capitol, then a right hand  
bank (in the pic) to make the same run again, then a final wide right  
loop to go over Goddard for final pass while heading west to Dulles.

So my guess is either pass 3 or 4, and could be over PG or VA.

So far no luck with figuring it out though.
