[Scan-DC] rebanding

I interchanged the order of the control channels in Win 500 so that 
the 853 MHz channels come first, but still I see Montgomery County FD 
transmissions only on the 868 MHz frequencies.

Similarly, when camped on "wildcard" all the county transmissions are 
on 868 MHz frequencies.

And I'm pretty sure the trunking tables are good because I can 
receive MWAA transmissions with them.
