[Scan-DC] Firebuff Frequency

The frequency 452.975 with a PL tone of 1A is operated by WNN/Citywide  
Radio a group of fire buffs in the Washington DC area.  It is used for  general 
Fire Buff Information and when the Friendship Fire Association, deploys  
the Canteen and or Rehab Unit for the DC Fire and EMS; they are also on this  
channel for their operations.
