Back in the late 90s through 05 I belonged to the Md Fire Network in Baltimore. We had 2ways on a rented repeater system. I even had several WJZ trucks and even the WJZ helicopter programmed on the frequencies. Very useful to gather info quickly from the group. Had about 20 active members.

I'm not so clear myself on how it works (it appears they used rented or leased radio systems to transmit incident notifications to other subscribers). NorthEast CityWide is the official name of the group.
There was some chatter on starting a Baltimore-DC division, but haven't heard any further feedback.
