[Scan-DC] "Firebuffs" frequency -- 452.975 MHz?

I'm not so clear myself on how it works (it appears they used rented or leased radio systems to transmit incident notifications to other subscribers). NorthEast CityWide is the official name of the group. 

There was some chatter on starting a Baltimore-DC division, but haven't heard any further feedback.

Help. I'm lost here - what is NECW?  Does "the NE system" mean the northeast system?  What's that?
