I am sure there is, maybe not specifically for these two agencies. I did a major report for a counter-terrorism graduate school class at Hopkins which discussed how this was still a problem for the National Capital Region, but that was a few years ago. Lexus-Nexus provided some useful links.

Does anyone have a link to a published news report regarding the lack of
interoperability between PG and BWI during this incident? I find this
astonishing, more than 30 years after Air Florida. If there is no
published report, this should be forwarded to a news organization for
broader exposure (WUSA9, perhaps??).

2 Engines, 1 Tanker, 1 Paramedic and Battalion Chief 2 from Anne Arundel
County are enroute.

Crash Rigs from BWI Airport are also enroute. They do not have any radio
contact with PG. BWI dispatch told the BWI FD units that people on scene
would give them radios.
