I posted that email you quoted. The only thing I'd add to it is that the 
NORAD controller also uses 139.7 for control occasionally ( in addition 
to the 228.9/260.9 freqs.) The fighter aircraft are fairly easy to hear 
all over the metro area - even with just a "back of the scanner" 
antenna. It's just the helos that present some difficulty due to their 
low altitude. The target aircraft (usually CAP aircraft) generally fly 
at approximately 2000 and 5000 feet and may be on any of the Potomac 
TRACON frequencies but seldom broadcast anything of interest.
