[Scan-DC] mass casualty incident Montgomery Aspen Hill area

Command reports not a collision, but a "braking incident", most parents on scene taking students home, school principal also on scene, MAV (I thought it was MAB but sounds like they're saying MAV) and MedSupVeh in service...
