[Scan-DC] Depts using encryption?

The only local DC area agencies using full time encryption currently are - 
DC PD, Clarke County VA Sheriff, and the Stafford County VA Sheriff. 
Alexandria VA PD is in the process of considering full time encryption. Most 
agencies have encryption capability but only the ones I mentioned are using 
it full time on their dispatch channels/frequencies.
