Don't know if you mean "this local area", or local PD in general when you
say "local", BUT, from **my experience**, Florida was the first. W-A-Y back
in the late 90's early 2000's there was one of the city PDs on the Orlando
system that was fully encrypted... I ***think*** it was Winter Park or
Winter Gardens. Not many years after, Jacksonville, FL went fully
encrypted. Then just two or three years ago, the entire Orlando City FD/PD
system went P25 encrypted.
