[Scan-DC] Arlington following a LoJack hit

They're tracking it up by Quincy Park near where I live. I can hear a 
regular burst of data on the LoJack frequency 173.075 MHz every one second, 
which must be what they are tracking. I can also hear an occasional much 
stronger burst, which I think is the nearest LoJack base station.
