Yes, they're very strict about prohibited items. I think they'll probably search you before you even board shuttle buses to go to Congressional.

You're right about there not really being a place to "hang out" near Congressional. But there is a Starbucks about two miles away in Potomac. I'd imagine from there one could hear most of the repeaters (and maybe even some of the simplex) with a good antenna.

If one wants to go to the area without using a car, I believe the T2 bus goes up River Rd. and passes right by Congressional. It originates at the Friendship Heights Metro.
