[Scan-DC] Disruption on the Red Line

Silver pickup with bed cap is either MoCo fire or police arson/EOD unit. Saw
the vehicle operated by investigators for the Rockville Chesnut Lodge fire.
At the time, the working theory seemed to be kids started it based on where
they were canvassing for leads.
