[Scan-DC] Activity on Ringling Brothers Circus Train Frequency

I'm showing 151.625 as "Red Dot" in the business band frequencies.  Those
business radios that places like construction sites will purchase... I'm
guessing kind of like the FRS/GMRS for businesses.

It was warmer up on the roof last week, and I heard more activity on 151.625
MHz. This time, it was clearly a driver of a tour bus who was letting off
his passengers at the National Archives. Is 151.625 MHz one of those
business band frequencies that can be used by any number of users, rather
than a frequency assigned to Ringling Bros?
