[Scan-DC] Activity on Ringling Brothers Circus Train Frequency

It was warmer up on the roof last week, and I heard more activity on 151.625 MHz. This time, it was clearly a driver of a tour bus who was letting off his passengers at the National Archives. Is 151.625 MHz one of those business band frequencies that can be used by any number of users, rather than a frequency assigned to Ringling Bros?

151.625 MHz, heard from the Department of Labor rooftop radio monitoring bunker, across the street from the U.S. Capitol. The conversations were in English and Spanish. I guess the circus train is still in town. The transmissions seemed to be coming from far away. It might be the Blue Unit; I don't know. There might be something here:

I could have used a glass-enclosed nerve center; it was breezy and chilly up there.
