Yes, I was in the "I have paid my fare area." I had a SmarTrip card on me, just charged up, with about $290 on it. Metro's goal is to take you places, and then you go away, thank you.
My vote is that they set up tables with big umbrellas at the BR station, the sort you would see at an outdoors cafe in Paris. Don't forget the free wifi. Silver Spring would probably be nice for this too, as would King Street.
I was not inclined to meet the nice officers, and discretion being the better part of valor, took advantage of my early warning to head to higher ground.

One question - the area on the Braddock Road station that you mention, that's actually the platform, right? In other words, inside the "paid-fare" area?
