[Scan-DC] Another ICC talk group?

32691 is 32688 with the +3 "status bit" which indicates a talkgroup
patch. I recommend that most people keep the status bit display
disabled on their scanners (for those that support this) as it mostly
just adds unnecessary confusion.
Motorola talkgroups in the scanner world are listed in multiples of 16
due to the way the original Uniden trunktracker displayed them (which
we have been stuck with ever since). The logical talkgroup number is
the "Uniden decimal number" divided by 16, so 32688 is talkgroup 2043.
