Loudoun is TDMA/FDMA mixed.

I have gotten MPDC 800MHz trunk out in Manassas and Ashburn, but
weakly, on my 396T with factory antenna.  400MHz system comes in
better, but Fire is only on 800MHz.

Isn't Loudon using Phase II (FDMA) for most communication now?
Or are they still mixed TDMA/FDMA?  I cannot monitor them unless
I am roaming around in VA and I haven't been visiting lately.

You will receive the majority of the LCFR, LCSO and LPD comms.
In the 
overnight hours it more likely LCSO and LPD will be in TDMA-only
mode since 
there tends to be less affiliations with FDMA-only radios.

I doubt you will be able to receive DC with a standard antenna
unless you 
are in the higher area of Ashburn along Belmont Ridge.  With a
roof/attic 
antenna you should be able to receive DC, but PD only.
