[Scan-DC] ICC Police

ICC is a state road (Route 200), but also will be a _toll_ road, and the transportation authority police patrol toll facilities, but I would expect that we could see MSP and the county as well - but then, I don't think there are a huge amount of troopers (MSP) covering 270 and 495... there are no other toll facilities in Mtgy county, which is why we've never seen them around here before... they are at the bay bridge, I-95 north of Baltimore (around the toll plazas), the 301 bridge over into VA (the "Nice" bridge), and I think there's one over the Susquehanna that's a toll bridge... places like that.
