[Scan-DC] 23 Years of Surveillance

What could possibly be in Fairfax or Falls Church for 23 years that requires that much surveillance?  May be farther east towards the Potomac, south near Vent Hills Farm or farther west in the near Chantilly... but Falls Church and Fairfax?

Especially when you think about how much northern VA has changed in the last 23 years.
