A quote from that:
"Under any name, the planes are equipped to broadcast radio and television messages to target audiences, including in the United States."
A couple of thoughts come to mind. First, back in 2002, no actual human was on duty at the local Minot, ND, radio stations to announce the danger posed by a hazmat leak in a train derailment. Has that changed?

Second, if they're broadcasting on TV frequencies, isn't one of the problems with the 8VSB form of digital TV broadcasting used in the US that it doesn't work well with mobile receivers? I figure that a moving transmitter will have the same issues as a moving receiver. That might be changing, as smartphones evolve to receive over-the-air TV.

Third, isn't the segment of the population actually watching over-the-air TV somewhere down around ten percent? I proudly include myself in that minority, so I'm not dissing my fellow cheapskates.
