Delegate Eleanor Holmes Norton (D-D.C.) is demanding answers from the architect of the Capitol after Capitol Visitor Center employees complained to her about working conditions, including being instructed to keep quiet about problems.

The union that represents CVC employees told Norton that tour guides have been unable to receive timely messages about emergencies on the Capitol grounds, have not been issued weather-appropriate uniforms, have not had regular access to water at times and have been instructed not to approach members of Congress to raise their concerns.
Recently, employees alleged that a small boy fell during a CVC tour, hitting his head and bleeding profusely. The guide responsible for the child’s tour allegedly tried to contact management two or three times on an emergency radio before successfully alerting officials.

In other instances, employees told Norton, they have not received emergency communications until long after the emergency passed and, in some cases, were never told of the problem, raising security concerns.

“In some situations, guides have been unable to reach supervisors on their hand-held radios when members of the public or congressional staff have fallen ill while on tours,” [Carl Goldman, executive director of Council 26 of the American Federation of State, County and Municipal Employees] said.
