[Scan-DC] Correction RE: 154.16

Correction!  Brown's Corner is at New Hampshire Avenue and Route 198 (Spencerville Road) - I wondered about this at the time yesterday when I was looking in the FCC database - am guessing that was a typo... another listing (one of the ones that John Bacon posted) shows a transmitter location there (NH and 198).
