Yeah, I agree!  I had spoken years ago with a State Dept. official as well 
as somebody at the FCC.  The FCC said it could not license a foreign 
government and the State Dept. said technically international treaty 
prohibits radios for local use.  But he did admit that the State Dept. 
actually had applied in some cases for such entities who needed frequencies 
for use in the US.  He also said they could simply rent radios or hire an 
American contractor.

Any idea where we can get a DOS freq list?  I'd also like an update of the
DSS freqs.
