[Scan-DC] Did something happen to Arlington trunked systems?

It wouldn't decode any P25. I tried it on the DC 400 MHz channels. I  
made sure tone decode was off (if it's on, the 396xt won't decode P25-- 
that's probably what you're thinking of).

BUT, I brought the radio to work with me this morning after leaving it  
off all night, and now it's receiving the Arlington P25 system fine. I  
have no idea what's going on.
