[Scan-DC] Testing Dulles ILS

Today around 1:30 I was driving in on I66 from western Virginia. Of
course I was scanning, listening to Dulles activity. I heard the tower
in frequent contact with a particular plane, and the plane was making
unusual requests, like they wanted to come in on the very edge of the
approach path, that kind of thing. (That wasn't their actual language,
but it was like that.)
The tower kept working with him to re-route him through different
approaches, inbetween "real" approaching flights. At one point the
tower asked if he wanted to test the glide path. After a while it
became evident that the plane was testing the Instrument Landing System.
I never did catch the callsign. It was something like Com 1.
Has anyone heard this before, or hear it today? I'll have to check if
there's a Dulles tower feed online with an archive.
