[Scan-DC] MWAA system transmitters

MWAA has many licenses on various bands.

WPAY961 is the system he is looking for.  That ULS record
has all three main sites (Dulles, National and Toll Road/Rt. 7).
There is also a backup site at the north end of Dulles under
a separate license WQID396.

The transmit antennas are all fairly low at each site.

I also see WQKR977 for a new 700MHz (actually 802 out) system.
