[Scan-DC] scanner problem

Hi my friend gave me his old scanner (bless his heart.) Its been running great up until recently. I just figured the signals in Baltimore County had been rebranded. Nope. I logged onto radio reference and there is a scanner feed for the county police.It shows which numbers/precints are broadcasting from.  Still the same numbers. It took a few minutes to coordinate but I confirmed.. the website was broadcast and the scanner on the same number on my scanner  (857 something) was not! Dead battery? Then why is the weather button producing a feed? Any suggestions? It hasn't been outside nor have I spilled anything or it or dropped it. I accidently broke the ac adapter. Oh its a pro 95. And no, don't have the money to upgrade right now.
